Dear Mr. Manager:
January 2010 will mark my seven year anniversary as Chief of the Miami Police Department. During my tenure as Chief of Police I have seen this department grow, not only in number of officers, but also in resources, prestige and the respect it deserves.
During my seven years here we have successfully reduced crime in all categories, drastically lowered the number of police involved shootings (a major concern when I arrived), and basically eliminated "controversial" shootings completely. As a result of internal reforms we implemented, we were the first police department in the nation to get a full clean bill of health from the Civil Rights division of the Department of Justice.
We have brought this department back up to a level of National and International recognition.with many of our programs often used as National models. We have provided state-of-the-art stables for our Mounted Unit right next door to our Central Station. We have our helicopter, "Air-one", flying high above our city, as our eye in the sky, keeping a watch on crime and, more importantly, on the safety of our officers. Most recently we opened the Miami Police College, the first of its kind, not only in the nation, but possibly in the world, which combines three separate schools and a high school for criminal justice students.
It is because of these accomplishments, and many others too numerous to list, that with a great sense of pride and accomplishment, I am announcing my retirement from the Miami Police Department effective January 15, 2010. I truly feel that I have fulfilled my mission that I set out on nearly seven years ago. I leave with nothing but the highest regards for the men and women of this department. They have performed, day in and day out, beyond all expectations. It is they who made all of the above possible. I want to thank my staff who was there with me every step of the way. I am especially grateful to my Deputy Chief, Frank G. Fernandez, who is one of the best police officials in this country. I am very proud to have served this great department, this city and its Citizens.
During the.next few weeks, we will be working diligently with the new administration to usher in a smooth and seainless transition. I will be available anytime, day or night, to assist in this matter.
